MP3 Cutter and Ringtone Maker is an app that lets you manipulate MP3 files locally on your smartphone or tablet. This saves the trouble of transferring to a PC, editing there and transferring back. Most mobile devices are powerful enough now that editing MP3 files is a fast and painless operation.

This program lets you cut MP3s into multiple MP3s. You can trim files on either end, and you can splice out sections to create new files. The app shows a waveform, and setting a beginning and end is as simple as adjusting a couple of sliders. You can also input start and end times directly. You can zoom in and out for finer control, and a preview mode lets you hear your creation before you commit. There’s also a recording mechanism, which is great if you want to use your own voice as a ringtone or alarm, but recording and mixing options are fairly limited overall.

This app works quite well and will be a perfect solution for many users who like to make their own ringtones. It does have some issues that the developer hasn’t worked out yet. Sometimes, for instance, the app will be unable to delete files it created, so you’ll have to close the app and delete them via a file manager. There are also seems to be a sporadic bug where recordings aren’t saved or at least aren’t written to the directory where you expect them to be. None of these issues are deal-breakers, however.
